The first of three HDB sale launches planned for 2024, the February exercise consists of 4,126 BTO flats, plus an additional 1,588 SBF flats offered for sale. Here are the key details.
If you’ve been waiting to get your own new HDB flat, the upcoming BTO sales launch in February might be the one for you.
There will be a total of 5,714 units offered for sale – 4,126 new BTO flats, and a further 1,588 Sale of Balance (SBF) units. The latter is, of course, BTO units left over from previous sale exercises, and have now been consolidated under this latest sale exercise.
As for the 4,126 BTO units, they will be spread over seven projects in six locations.
More than 80% of BTO flats, which are those located in Bedok, Hougang, Punggol, and Woodlands, will have a waiting time of less than three and half years.

Bedok South Bloom BTO will be located along Upper Changi Road, next to Bedok South Ave 3 will see 528 new flats added to the location. There will be two units types offered – 2-room Flexi and 4-room – catering to retirees and singles, as well as larger families.
The main draw here would undoubtedly be the nearby Bedok Integrated Transport Hub, which comprises the Bedok MRT station, bus interchange, hawker centre and shopping malls. Other notable amenities include Bedok Stadium, neighbourhood parks, and Heartbeat @ Bedok, an integrated community development offering a public library, sports centre, swimming complex and educare facilities.
There are also ample schools in the vicinity, catered towards children of all school-going ages, from primary to JC.

Bedok North Springs is the second BTO project launched in Bedok town, located just off Bedok North St 3 and bordering the Pan-Island Expressway. A total of 433 new units will be added, split across 2-room Flexi, 4-room and 5-room flat types.
This location promises to be rather tranquil, with lots of greenery and waterfront spaces courtesy of the nearby Bedok Reservoir, making for an appealing choice for nature lovers. Besides that, it's also within walking distance to the Bedok Reservoir MRT station.
But in case you’re worried about a lack of amenities, know that there are three neighbourhood centres and two community centres within easy reach – together they should satisfy most daily needs.
There are also a number of primary and secondary schools to choose from, so families with school-going children should find ample options.

Another BTO project offering waterfront vibes, Rail Garden @ CCK BTO will see 465 new units added along Sungei Pang Sua in Choa Chu Kang town.
The canal views will be accompanied by several neighbourhood parks and park connectors, forming an adventure trail ideal for family jogs or family rides.
The nearest MRT station is Choa Chu Kang, which is also where the town centre can be found. Residents can enjoy a shopping mall, bus interchange and public library there, as well as pay a visit to Keat Hong Community Club and SAFRA Clubhouse nearby.
Three types of HDB flats will be made available here – 2-room Flexi, 3-room and 4-room.

Tanjong Tree Residences @ Hougang BTO is one of the smaller ones in the batch, clocking in at just 360 new units, spread across 2-room Flexi, 3-room and 4-room flat types.
While there are two MRT stations within proximity – Bartley MRT and Serangoon MRT – it is likely that residents will also need to visit Kovan MRT Station (not pictured), given that the majority of amenities and town facilities are located there.
This is partly because this BTO project will be located in a relatively undeveloped part of Hougang Town, so neighbourhood facilities will be a little lacking. If that bothers you, it’s recommended to find out more information on planned or upcoming amenities – if any – before applying.

Tucked away at the tail end of Sumang Lane, and right next to the Punggol Reservoir, the upcoming Matilda Riverside BTO will see 960 new units released for sale to the public. Homebuyers can choose from 2-room Flexi, 3-room, 4-room and 5-room flats, ensuring there’s something for everyone.
While the BTO’s location is a little secluded, there is a wonderful selection of amenities and neighbourhood facilities within easy reach; most are clustered around the Punggol MRT Station, which is easily accessible via the LRT network that serves the neighbourhood.
Head over there and you’ll find suburban shopping mall Waterway Point, as well as the Punggol Bus Interchange. Other places of interest include Marina Country Club, Punggol Promenade and My Waterway @ Punggol, offering family-friendly waterfront fun. There are also several notable amenities being proposed or under construction, including a sports centre, a health and medical centre, and an economic hub in Punggol Digital District.
Another plus point is the abundant selection of schools available, most of which are well-served by the LRT system.

You’d think old towns like Queenstown would be fully saturated by now, but somehow HDB still finds a way to keep adding new BTO units. That’s good news for those of us who want to enjoy the heritage town without paying through the nose on the resale market.
In any case, Tanglin Halt Courtyard will comprise 251 units of 2-room Flexi and 4-room flats. They will be situated between Commonwealth Drive and Tanglin Halt Road, with a neighbourhood centre right beside.
Amenities in the vicinity include a polyclinic and community wellness centre, a public library and community green spaces, including the Alexandra Canal Linear Park. Sports and fitness enthusiasts can visit Queenstown Swimming Complex and Stadium, while those in pursuit of quieter recreation activities may seek out the public library, or venture north towards Ridout Tea Garden.
One drawback is that there aren’t as many choices when it comes to schools, with only a handful within close proximity. It's also offered under the Prime Location Public Housing (PLH) model, which comes with stricter requirements such as a 1-year minimum occupation period (MOP) and 8% subsidy clawback.

If you don’t mind residing all the way up in the North, the upcoming Woodgrove Edge BTO launch should be cause for excitement. That’s because of the prime location chosen for the BTO project – next to the Woodgrove Estate, famous for its charming townhouses and true-to-tradition Halloween celebrations every year. Plus, it's also one of the five BTO projects with a waiting time of less than three and half years.
Another plus point: The location also has three MRT stations nearby, along with several neighbourhood facilities and town amenities that make for convenient and vibrant living.
Also, families will enjoy the high number of schools of all levels within proximity, while the availability of ample green spaces and park connectors – including Admiralty Park and Woodlands Waterfront – makes the BTO even more attractive.

How to apply for the Feb 2024 HDB BTO flats
To participate in the February 2024 BTO launch, you must apply for the HDB Flat Eligibility (HFE) letter when you submit your application. It takes at least a month for HDB to process the HFE letter and all relevant documents.
The application period for the Dec 2023 BTO exercise is from 21 Feb to 28 Feb 2024. You can apply on HDB's site here.

Starting this year, HDB’s Sale of Balance Flats (SBF) exercise will only be held once a year. About 12% of the flats have been completed while the rest are in various stages of completion. There will be 1,588 units available.
